Not necessarily. You only become a citizen if you apply for citizenship and pass citizenship requirements. For example, I have a friend from Canada. She wants to stay a Canadian citizen and not become an American citizen, so she won't take the class and whatnot. However, she had one hell of a difficult time applying for colleges since she was considered foreign. Some countries allow a duel citizenship. I'm pretty sure it's possible to be both a citizen of Canada and America. But, I'm not sure how many countries you can do that with.
