Alright, here's my thoughts on each character:
Strange:
I don't think we'll see this one, since he's roughly the same character Scarecrow was in the first movie--a twisted psychiatrist. So, I'm not sure that he'll be the best for the job.
The Penguin:
I've never seen him as a real threat in the Batman universe; plus, there's no way you could make a scarier Penguin than the one in Batman Returns.
Mr. Whisper:
I honestly don't really know this character, but he seems to have potential...especially if they spun it where he's trying to redeem himself by punishing criminals/killing them. So, he could be a ruthless, low-tech Batman, except he enjoys killing, which could be used to push Bats into almost thinking that he's got the right idea, especially if they have him capture the same guy a couple of times throughout the film...though the immortality thing would be a little hard to do. Also, I think he'd be too much like Ra Al Ghul from the first film.
Zsaz--
He reminds me too much of the Joker, just without the brilliance for plans. He's also one of the most realistic character to show out of this group they have...but another serial killer villain? He just doesn't impress me enough.
Deacon Blackfire--
I've actually read this comic, and it's crazy. And the way people don't trust many religious sects these days, it would be a good idea for the film. Especially since this guy actually got Batman to work for him by drugging him. But again, taking over Gotham and turning it into a "No Man's Land"? Seems like the first film all over again...cult, destroying Gotham, etc.
Catwoman--
They need a new love interest, and Catwoman could do it. The problem I see is that after the first two films of Bats saving the entire city from madness, his next villain is a simple thief? No, that wouldn't work...unless they spun her as some type of super-feminist who only robbed from rich men and killed them or something...*shrugs* Or they'd have to have another villain in there. I'm sensing a "Mask of the Phantasm" type of story if they do her.
The Riddler--
The only way I see them putting him in a movie is if they do something close to the "Hush" storyline...because he doesn't have any stories that are really that outstanding. I have no clue how he's been around so long.
Black Mask--
I see potential for this one too...albeit slim. It could easily tie in to The Dark Knight, since the Joker either killed or scared off most of the mob bosses in Gotham, a void has been made--one the Black Mask could step in and fill. Then have organized crime become as efficient as clockwork. It could work...
That's my thoughts on each character, hope I didn't bore you.
Personally, I think they should do a "Hush" story for the film, especially since that one guy figured out who Batman was...he could sell the info to someone in the mob, a new type of hitman--or even gang leader, who decides to play a little mental warfare on Bats by taking him down while out of costume or constantly putting him in situation where he'd have to expose his identity. Hell, this would even get Alfred involved more by making him a potential victim from the threats of Hush. Plus, you could do neat versions of Clayface in order for him to appear as people he's murdered to further play with Bat's mind.
