catholics are the only ones that baptize their babies, protestants typically baptize once they are more conscious of their what they have done in life, somewhere around 13 and up is when protestants are allowed to be baptized. As for souls, I believe it is taught that everyone is born innocent, and as for mentally handicapped people I would consider them in the same category as children and babies, innocent.
